The authority on Thursday suspended chief director of North Ostrhobotnia Centres for Economic Development, Transport and the Environment (ELY Centres) Matti Räinä on charge of breaching rules during a seminar abroad. Räinä and Tapani Pöyry, another former chief director of ELY in Lapland, reportedly remained absent from most of sessions while they were in a five-day conference in Mexico. Six proposals were chosen from more than 250 proposals for the second and final stage of the Winter War Memorial Art Competition, said a government press release on Thursday. The objective of the art competition is to obtain proposals for a national memorial for the Winter War to be located in the Kasarmitori square in Helsinki.  The unveiling of the memorial is scheduled for March 13, 2015, marking the 75th anniversary of the end of the Winter War.
