According to the report, the company has submitted an environmental permit application to the Northern Finland Regional State Administrative Agency.
Talvivaara wants to almost double this year's sulphate limits, and more than sevenfold from next year onwards.
Talvivaara is in serious financial difficulty. Commenting on the issue on Yle TV breakfast programme on Saturday, Environment Minister Ville Niinistö said there was a high risk and the state should be involved in ensuring that the environment does not deteriorate.
