Recently, a number of companies have sacked workers too erratically, Ihalainen told a Finnish language newspaper, Aamulehti, adding that they currently sack workers often without taking the layoff measures.
He also maintains that the layoffs could be done by reducing workdays.
The number of layoffs in Finland has decreased significantly and employer-employee negotiations usually end with sacking people.
In March 2009, nearly 38,000 layoff notices were made. In March this year, the corresponding figure was just over 15,000.
