The number of doctors without jobs now stands at 1,018, according to the statistics from the Ministry of the Employment and the Economy.
The situation is expected to worsen when many fixed-term employment contracts end, said the Finnish Union of University Researchers and Teachers.
The union is concerned about the planned 500 million cuts in the education going to 2019.
Last year saw a record number of PhD graduates with over 1,800 people conferred as doctors.
