Russia on Sunday begins charging a toll for Heavy Goods Vehicle (HGV) traffic on Russian Federation roads.
 
The toll applies to vehicles weighing at least 12 tonnes from all countries, according to a press release of the Ministry of Transport and Communications.   
 
The toll starts at 1.53 roubles/km, increasing to 3.06 roubles/km in the spring of 2016. Effective from the beginning of 2019, the toll will be 3.73 roubles/km.
 
The Russian Ministry of Transport announced the toll at road traffic negotiations held in St. Petersburg on 12 November.
 
The basic principle is that vehicles will be charged according to the number of kilometres driven, said the release issued on 13 November.
 
Revenue generated from the toll will be used to offset damages caused by HGV traffic.
 
As vehicle movements will be monitored using a satnav system, the driver will not be required to stop for payment of the toll.
 
The toll will be debited automatically once the carrier has set up a system account and deposited a pre-payment.
 
A free on-board unit, which keeps track of the kilometres driven for the purpose of collecting tolls, will be distributed at Russian international border crossing stations.
 
The toll can also be paid using a credit card at payment terminals located adjacent to Russian border crossing stations.
