A taskforce appointed by the prime minister’s office has proposed that a company that terminates an employee should pay part of the employee’s salary until he or she finds another job. 
 
The partial salary would be limited to a certain time span.
 
The system would work in such a way that companies voluntarily pay severance to a newly terminated employee, thus reducing the salary expenses of the new employer.
 
The taskforce justifies its proposal by the fact that the public cost burden related to downsizing or corporate restructuring could be mitigated by promoting policies based on corporate social responsibility.
 
The aim would be finding a new job without any period of unemployment.
 
In Finland, voluntary employment programmes are used by, among others, Nokia and Telia Sonera. They have claimed good experiences with the programmes, but well-established business models do not yet exist.
