The report also said that 5000 employees were temporarily laid off in fifty separate codetermination negotiations.
The survey anticipated about 300 redundancies and another 2,300 temporary layoffs this year.
In the municipal sector, however, the vast majority of the mandatory budget cuts were achieved through natural attrition, shrinking recruitment, and re-organising the work force.
According to the survey, personal expenditures were cut last year on average 1.4 percent. The same level of savings is expected again this year.
Due to the weak economic growth and high unemployment, municipal revenues are insufficient to cover all costs.
A total of 243 municipalities and joint municipal authorities participated in the survey.
