Finnish banks may refuse their clients to allow online banking due to lack of personal detail shortcomings or proper proof of identification.
Similarly, previous breach of contract or default of payment by the clients may also prevent the clients from access of online banking, officials of different commercial banks said.
According to Danske bank, a client may be denied online banking for example, in situations whereby it is assessed that the customer harbours interest of using internet banking also for rea-sons other than for banking purposes.
“For example, if it is discovered within the client's history that are cases where the banking codes ended up in the wrong hands and that the codes were used contrary to the interest,” Danske Bank head of communications, Anita Nousiainen said.

Juha Pantzar, Executive Director at Guarantee Foundation, an organisation which helps those who are over indebted said that granting of identifiers is a civil right since online identification, among other things, requires online banking identifiers.
Pantzar said that it is difficult to estimate how many people are not granted online banking iden-tifiers.
According to the Federation of Finnish Financial Services (FFI), misuse of online banking may result to closure of the account.
