The cost of transferring students to the general housing will be covered by the existing housing allowance system.
 
The changes were outlined in the budget draft presentation earlier in the week.
 
The incurred expenses as a result of the transfer will be covered in such a way that the upper limit of the general housing allowance will not be increased next year.
 
Outside the Helsinki metropolitan area, the upper limit will be reduced by three per cent. For a person living alone outside the metropolitan area, three per cent is equivalent to approximately 10 euros.
 
Pertti Honkanen, a researcher from the national pension insurance institution Kela, pointed out that the maximum housing allowance expenditure taken into account for the metropolitan area is lagging behind the general trend.
 
“Thus, it is also difficult to cut costs here in the metropolitan area as in the provinces,” Honkanen said.
 
According to Honkanen’s calculations, the upper limit of the housing expenditure in the old system for people living alone in the metropolitan area rose more slowly compared to people in larger households in the provinces.
 
 “It can be argued that the developments discriminate slightly, for example, against those living in overcrowded [conditions] in Helsinki,” Honkanen said.
