The housing shortage for the refugees has created a black rental market in the Helsinki metropol-itan area, reported a Finnish language newspaper Helsingin Sanomat.
 
The shortage of inexpensive rental properties in the Helsinki area in the coming years and the thousands of refugees granted residence permits are worrying combination, according to experts interviewed by the newspaper.
 
Even now, refugees have been asked, for example, to pay for surreptitious brokerage fees and rentals.
 
According to the Refugee Council head of domestic operations Pia Lindfors, the situation was already bad previously. 
 
In addition, according to experts, there is ignorance of the law and procedures are being abused.
 
It is not known how pervasive or large the phenomenon is. 
 
Helsinki Police detective chief inspector Reijo Enqvist told the newspaper that underground bro-kerage fees are not usually brought to the police. 
 
However, pre-trial investigations have, according to Enqvist, already begun for the most obvious scams.
