Aaltonen is the director general of the East Finland Regional State Administrative Agency.
Kela delegates could not reach consensus on one candidate as the votes were 6-6, tied between Aaltonen and the director general of the Ministry of Health and Social Services Outi Antila.
The deciding vote was settled by a lottery cast.
“This is the normal procedure when there is a tied vote. If the vote regards an issue, the chair-man's vote will decide,” explained acting chairman of Kela Sari Sarkomaa.
The decision is now waiting for the approval from the President.
“I don't know if this widens the President's power to choose, as the vote was so close. It is then entirely under his jurisdiction,” Sarkomaa said.
A total of 20 aspirants including former interior minister and lawmaker Päivi Räsänen contested for the position of the director general of Kela.
