The Finnish Communications Regulatory Authority (FICORA) has received more complaints about mail delivery after the national postal corporation Posti renewed its distribution base in April, reported the Finnish language newspaper Turun Sanomat.
 
Posti has changed its distribution routes and extended the delivery time to 6:00 p.m., among other things.
 
The situation has considerably worsened since spring, FICORA consumer protection group’s chief Merja Saari told the newspaper.
 
Saari said the distribution problems are spread fairly evenly all over the country.
 
Last year, there were 170 complaints lodged to FICORA about postal services. This year, more than 200 complaints had already been made by the beginning of October.
 
According to Saari, the complaints typically involve letter and newspaper distribution problems as well as the speed of delivery.
 
“The days in between deliveries are often complained,” Saari said.
 
The Postal Act does not dictate what time of day the post should be delivered, and therefore FICORA cannot intervene.
 
The agency can only act, according to the report, in a small number of transport complaints, because the post office has a 5-day delivery obligation which applies only to universal service letters. 
 
Universal service means letters with stamps and cards. These account for less than 5 per cent of all postal items, said the newspaper writes.
