 The Environmental Health Manager, Jukka Lappalainen on Thursday observed that the Horse Riding school was collapsed due to faults done by someone and the faults would be specified in the final report of the investigation.

One child was killed and four others were wounded when the roof of a Horse Riding school collapsed at Luga area in Jyväskyla on Wednesday afternoon.

Meanwhile, the National Police Commissioner, Mikko Paatero said that the heavy snow fall was not the reason behind the accident, reports Yle.

"That is not the root cause," Paatero told Yle, adding "Snow is never responsible, people are responsible. It is the building owner’s responsibility to worry about making sure the building is in such a condition that something like this doesn’t happen."

The Health Inspector, however, did not find anything that would jeopardize the safety of the visitors. 

According to the municipal authority, the safety inspection of the school was taken place in last summer.

The inspector considers only visual appliances, said Ms merja Vitanen of the western and central Finland regional state administrative agency. The examination of the structures does not belong to this  consumer safety control. 

The municipalities are the authority to oversee the matter of risk assessment which was conducted in the year of 2005 and 2006 accordingly.
