Some refugees and illegal immigrants in Finland are more vulnerable than others, according to the latest index on refugees and immigrants written by Eeva Nykänen, a senior researcher from the National Institute for Health and Welfare.
Speaking at the publication ceremony of the book in Helsinki on Wednesday, the writer said the conditions of the refugees, especially those living illegally, and the Romani community from the Eastern European countries were very alarming.
The guide explored issues such as the situations of children, workers, women, refugees and indigenous peoples, their rights and focused on the environment and human rights situation at the workplaces.

Nykänen added that many of the Romani were not covered by national insurance and therefore were not entitled to health services except for emergency medical treatment.
The researcher also pointed out that although the country had a comprehensive welfare system, human rights had largely been defined on the basis of permanent residence.
She noted that some people with residence permit were not considered for municipal residency and therefore did not benefit from public services such as healthcare.
