The Kuopio municipality is planning to make EUR 4.3 million in savings by laying off part of its staff, municipality sources have said.
 
Kuopio city board voted 7-4 in favour of initiating co-determination talks with all city employees on Monday.
 
Four members of the board voted in favour of a proposal, through which savings would be made on a voluntary basis.
 
Permanent personnel savings through staff reorganization and voluntary means was discussed but no consensus was reached on the matter.
 
Bonus holiday pay and accumulation of unpaid free days will remain unchanged.
 
Separate discussion in which the laying off will be determined would take place during a separate negotiation.
 
The savings, if implemented, will be equivalent to the laying off of staff for two weeks, according to the estimates.
 
In December last year, it was reported that the municipalities of Oulu and Vaasa were planning austerity measure that entailed downsizing their staff.
 
Earlier, on September 27, 2013, the Jyväskylä municipality authority also decided to cut about 900 jobs by the next three years for saving expenditure of EUR 50 million.
 
The authority disclosed the job cutting plan on Friday, pointing out that the financial situation forced them to make such a decision, as the Jyväskylä municipality has been suffering from shortfall of tax collection during the recent years.
 
Municipality sources said the termination process would hamper most of the sectors including health, education, fire service, social services and food, where about 70% of the total employees work.
 
Earlier on September 5, the Kouvola municipality authority undertook a programme to terminate 600 jobs by the end of next year as part of its move to save expenditure.
 
Meanwhile, the regulatory authorities of the municipalities also hinted that more municipalities were likely to face similar situation as part of their respective expenditure cut programme.
 
Sources said 27 municipalities, where a total of 50,000 employees work, are going to take the termination process.
