State resources cannot be used for electioneering

The government on Tuesday has drawn up a guideline for electioneering for the ministers, who are participating in the upcoming elections of the European parliament.
 
The guidelines said a minister’s official position and responsibility should be differentiated as clearly as possible from the roles they assume during elections campaigns.
 
Political messages during campaigns should also be clearly distinguished from the ministerial tasks and activities, said the guidelines.
 
Official Ministerial channels of communication such as the website of a ministry is only intended for its communication as provided in the guideline.
 
Ministers are also bound to clarify their comments and in what capacity such comments are made during election campaigns.
 
Ministers are recommenced to use their free days for the crucial days of the campaign wherever possible.
 
It was also made clear that state resources cannot be used for party politics or during election campaigns.
 
Three ministers of the present six-party alliance government have announced their candidatures for the European parliamentary polls.
 
They are Alexander Stubb, minister for European affairs and foreign trade, Henna Virkkunen, minister of public administration and local government and Merja Kyllönen, minister of transport.
