A working group from the municipal association is set to begin preparing the draft in spring.
Kari-Pekka Mäki-Lohiluoma, director general of the General Assembly of the Municipal Association, said different organisations sought to influence local decision such as planning and procurement.
The DG however stressed that individual cases needed guidance despite the clarity in the rule on fairness and disqualification.
He reminded that more often municipalities were dependent on research information and material sourced from outside stressing that it was important to verify reliability of such information.
Ethics of the officials will also be discussed by the working committee.
