A set of quality recommendations has been suggested for the first time to guarantee the protection of children.
 
The Ministry of Social Affairs and Heath together with the Association of Finnish Local and Regional Authorities came up with the guidelines.
 
The recommendations focus on child’s best interests to ensure that children’s fundamental and human rights are realised.
 
“The child and the parents should be told who takes care of their issues and what kind of services and support is at their disposal,” said Minister of Health and Social Services Susanna Huovinen.

According to the minister, genuine participation of both the child and the child’s parents in the child protection discussion is essential. The minister said the fear that a child asking for help will be taken away is an obstacle and deters people from asking for help.
 
Trust is essential in the protection of children, said the minister, adding that fear undermines the atmosphere of trust.
 
The minister admitted that currently the child protection system is fragmented and that the child protection work is a demanding task. The new guidelines will, however, have information on the children, the youngsters, parents and the children’s relatives.
 
“Currently, a social worker may have up to 80 to 100 families as clients, which is just too much,” said Huovinen.
