The city of Helsinki was cheated out of 150 million euros in a billing misappropriation scam over a period of five and a half years, reported the Finnish language daily Helsingin Sanomat on Monday.
 
The newspaper report is based on the findings of its investigation into the invoices billed by the city’s Department of Public Works from January 2009 to June 2014.
 
A construction company, YIT, is reported to have received 130 million euros from the city for contracted work. The company also charged the city for work done by several subcontractors during that period.
 
YIT, according to the report, is one of the companies involved in the racket that saw the public works department cheated into making unjustified payments.
 
The police are currently investigating construction work at seven different sites between 2003 and 2011.The police believe up to half a million euros in unjustified payments was made during that period.
 
Four of the seven construction sites were overseen by YIT.
 
Lujatalo, Fira and Antti J. Ahola are other companies named in connection with the scam.
 
A total of 35 people, including a former project manager of the public works department, are under investigation.
