Communication Minister Krista Kiuru on Wednesday said there is no intention of granting licence to a Russian state-owned radio station in case an application is made.
 
YLE reported on Tuesday that the Russian state-owned radio broadcaster Voice of Russia intends to secure broadcasting licence in the country.
 
There are no free frequencies, said Kiuru, adding that many already are ahead in the queue.
 
The minister said a preliminary survey on the licensing has been carried out but it was not revealed who conducted the poll.
 
Foreign Minister Erkki Tuomioja told YLE on Tuesday that foreign state bodies should not be granted broadcast licences.
 
The chair of Council for Mass Media in Finland, Risto Uimonen, did not take a position on whether the licence should be granted or not as long as it did not interfere with the freedom of expression.
 
State-owned televisions are broadcast in the country, he pointed out but, on the other hand, he did admit that frequencies are limited and not enough for everyone.
 
A radio station licensed to broadcast in the country has to explain to the public the nature of its broadcast and what it aims at, stated Uimonen.
 
According to Uimonen, people are instrumental in the issue and they should be allowed to decide the credibility of the broadcast or whether they consider it pure state propaganda.
