The government has taken a move to restore the provision for conversion of fines imposed by the police to imprisonment.
 
According to the government’s proposal, police should not impose a new fine, if a person has been handed three fines for a similar offence in a year.
 
In this case, the district court can convert a fine to imprisonment, if the fine has not been collected.
 
Currently, only fines handed by the court can be converted to imprisonment.

The practice of conversion of police fines to imprisonment was discontinued in 2008 due to a need to decrease the number of fine-related imprisonments.
 
The reinstatement of the practice is expected to cost the state 12 million euros a year.
 
According to the proposal, the minimum length of fine-related imprisonment would increase from four days to five and the maximum length of imprisonment would decrease to 40 days.
 
According to an estimate by the Finnish Prosecution Service, about 25,000 people commit at least four offences a year.
