A capable cyber defence force precedes the often repeated NATO-related discussions on “credible national defence”, says Professor Jarno Limnéll.
 
The professor of cyber security says this not only entails defence potential but also intelligence and offensive capabilities. 
 
According to him, it is important to consider whether the Defence Forces, in addition to land, sea and air force defence, should set up a separate branch for cyber defence.
 
Limnéll points out that the neighbouring Norway has such a force.
 
Due to reasons related to resources, the professor believes it is realistic to first begin with a cyber defence unit instead of a defence branch.
 
It is also important to ensure availability of expertise such as conscripts and military graduates as in case of the Defence Forces.
 
“Maybe they would be better motivated, when we have a cyber defence force in which they can perform the service,” said Limnéll.
 
Expertise can also be sought from military service reservists, suggests Limnéll.
 
In his view, the country can never be a superpower in land, sea or air but can have an absolutely world class cyber defence unit.
