Helsinki Mayor Jussi Pajunen on Monday is expected to present a proposal for merger of Helsinki and five other municipalities to the City Council of Helsinki for approval.
According to the proposal, Helsinki is also ready to organise a referendum on the merger.
The merger agreement means Espoo, Helsinki, Kauniainen, Vantaa and Sipoo will become a single municipality.
The finance ministry in December 2013 commissioned a report on municipal administration in the metropolitan area. Since its inception, the proposal has been a subject of disagreement between the municipalities as well as the government parties.
