The detained former chief of Helsinki police drug unit, Jari Aarnio insisted the police administration to purchase the tracking device and surveillance equipments from Trevoc, according to the testimony of Ilkka Koskimäki, deputy chief of Helsinki Police Department.
 
Koskimäki in his testimony before the court on Friday.said he found Aarnio to only speak positively about the company.
 
Koskimäki took to the stand at District Court of Helsinki to testify in the allegations surrounding Aarnio's involvement with Trevoc.
 
According to Koskimäki, Aarnio's role was to ensure that the police are in a position to monitor crimes and that the police should be well equipped technically for that task as well.
 
Koskimäki said that Aarnio was the central figure in ensuring that the surveillance equipments should be purchased from Trevoc.
 
The deputy police chief also spoke about invoices which were strangely approved.
 
Koskimäki said that he had refused to approve invoices as the head of crime department, which were later approved by another police officer, who is a subordinate to Aarnio.
 
Koskimäki told the court that in 2013 again Aarnio recommended Trevoc to him about a procurement which had not yet been decided.
 
"At some point I told Aarnio we will not make these purchases because our financial situation is tight and we would rather pay the police officers," said Koskimäki.
 
Koskimäki said the Helsinki Police Department abandoned the use of the devices in the spring of 2014.
 
At that time, Koskimäki said he saw an entry made in a document by the security police --Supo that it is not possible to fully verify that it is safe to use the equipments.
 
"This was enough for me. I wanted all the equipments off," added Koskimäki.
 
Aarnio was arrested on November 12, 2013 on charges of crimes including taking bribes from a private company.  
 
He is also suspected of receiving kickbacks from Trevoc Company and being involved in procurement of supplies from the same company for his employer.
 
Almost 30 charges have so far been pressed against Aarnio. The former chief of the Helsinki police drug unit, however, denies all of them.
