President Sauli Niinistö considers a nationwide referendum a prerequisite for applying for NATO membership. 
 
In an interview with YLE in its Ykkösaamu (morning breakfast) on Saturday, Niinistö said the decision is on the same scale as Finland’s entrance to the EU, which was also held to a vote.
 
Niinistö, however, did not make any comment on what should be written into the next government policy regarding NATO. 
 
During the current parliamentary term, there was no plan for applying for NATO membership.
 
In the president’s view, the negotiations between party leaders before last Christmas suggested that the membership application would not be completely disregarded in the coming governmental programme.
 
“Under the circumstances, no party leader is advocating NATO membership but, on the other hand, all are considering the possibility. Perhaps from this discussion, we can draw conclusions about what could be included in the upcoming governmental policy,” said the president.
