Stubb and Merkel will discuss the situation in Ukraine, matters relating to Russia and the euro area economy.
The two leaders will also discuss topics on the European Union's Eastern Partnership and its Common Security and Defense Policy.
Merkel and Stubb will participate in an EU foreign and security policy discussion forum jointly organised by the Prime Minister's Office, the Finnish Institute of International Affairs and the University of Helsinki.
Merkel will also meet President Sauli Niinistö during her visit.
