Finland’s ranking has advanced four notches since last year. Legislative reforms are the reason for the improvement.
According to the rights organisation ILGA-Europe, Finland has implemented 62 per cent of the recommended measures, 17 points higher than last year’s 45 per cent.
Finland is however still lacking, among other things, a human rights-based transgender law. Also, marriage and the possibility of adoption for same-sex couples have not yet been implemented, even though parliament has passed a same-sex marriage law.
Britain once again took first place in the comparison, followed by Belgium and Malta. The other Nordic countries all scored higher than Finland.
