Vasemmistoliitto MP finds announcement theme strange

Prime Minister Juha Sipilä on Wednesday said all problems cannot be resolved by means of legislation or norms.
 
Resolving problems also requires creative solutions, said Sipilä in his first prime minister's announcement that entailed dismantling of norms.
 
All the parliamentary parties were unanimous that statutes compiled over the years could comprise features which complicate life and handling of affairs.
 
Social democrat parliamentarian and former speaker of parliament Eero Heinäluoma viewed the parliament’s unanimity in historical terms.
 
However, Heinäluoma said norms still are needed and they are used, for example, in protection of workers.
 
Deregulation and dismantling of bureaucracy are a key goal of the government and unnecessary regulation is to be examined in all areas of administration.
 
It is the premier’s hope that all the MPs would participate in nation building which would be “based more on creativity than on control”.
 
As part of the deregulation, the government plans to speed up the licensing process of big industrial projects.

Matters of routine licensing will be transferred to the side of notification procedure. The goal is also to reduce municipalities’ tasks and obligations, which in practice may also mean deterioration of services.
 
Suomen ruotsalainen kansanpuolue (Swedish People’s Party of Finland) lawmaker Anna-Maja Henriksson warned that dismantling of norms may accidentally lead to undermining of individual legal protection.
 
For this reason, Henriksson called for relevant impact assessment.
 
Norms are not only necessary but could act as competitive advantage in some situations, pointed out Vihreä Liitto (Green League) MP Krista Mikkonen.
 
“Regulations and licensing procedures offer quality guarantee and professionalism,” Mikkonen said.
 
Vasemmistoliitto (Left Alliance) legislator Anna Kontula criticised the premier’s theme of choice for his maiden announcement, which she said should be the government’s everyday work.
 
The choice, according to Kontula, is strange, since the country is facing a number of serious social problems.
