The government on Monday will lay its proposal on the social contract before the labour market organisations which will then have less than three weeks to respond.
 
The actual social contract is expected to be agreed on in the course of next year.
 
The government, through the social contract aims to find means of reducing the unit labour costs to at least five percent.
 
The Confederation of Finnish Industries has stuck to its wish of extending working hours which, however, has been met with discontent from the employees. 
 
According to Finnish language daily, Helsingin Sanomat, former National Conciliator Juhani Salonius would be taking charge of the negotiations.
