The reception centre will be inside the Satalinna hospital and will accommodate 260 asylum seekers.
The first inhabitants will move into the facilities in about a month.
The Finnish Immigration Service has asked the SPR to set up emergency accommodation and reception centres because the current centres are nearing capacity.
This year, almost 3400 asylum seekers have come to Finland.
The Finnish Immigration Service estimates that this year the number of seekers may reach to 8,000.
Last year, there were 3651 asylum seekers.
Currently, there are Red Cross reception centres in Rovaniemi, Kemi, Mänttä-Vilppula, Kristiinankaupunki and Turku.
