The fraud is considered to be attributed to the developer HKR as well as construction companies.
Aggravated bribery offenses, among other crimes, were also suspected during the preliminary investigation, but charges were not brought. Twenty-two suspects from the preliminary investigation were not charged with any crime.
According to the charges, the city of Helsinki created unjustified extension and modification work.
The main suspect in the fraud ring has worked for years with the City of Helsinki Public Works Department as a project manager.
Charges were also brought against seven people who worked for two construction companies, and five subcontracted employees.
The whole case will be dealt with over time by the Helsinki District Court.
