Police have opened an investigation into a video upload on Facebook which shows a grown man telling a small child to hit a designated refugee with a soft toy. 
 
The man also showed an example of how to hit the refugee with the toy. The matter is being investigated as instigation against ethnicities.
 
Detective Chief Inspector Olavi Saunamäki said that the police self-initiated the investigation after watching the video. The identities of the people who appear in the video are known to the police but they have not yet been contacted.
 
The video has since been removed from Facebook or its viewing has been restricted. Saunamäki says that the police cannot comment on the matter for the next few days.
 
The video is not enough to start child protection measures, says Federation for Child Welfare executive director Hanna Heinonen. 
 
However, he points out that parents should develop a child's ability to respect people's fundamental rights. Parents should also keep the child's privacy in mind and avoid posting or publishing material that may interfere with the development of or stigmatise the child.
 
A report on the video was published previously in Finnish language newspaper Keskisuomalainen.
