The commander of the Armed Forces may in the future decide to call up 25,000 reservists immediately for “refresher courses to raise the flexibility of military readiness.”
 
It was proposed by a draft law that went recently to the government for comments. 
 
The refresher courses will also be significantly more stringent.
 
In future, a conscript will not be eligible for an exemption to the refresher training, when the exercise relates to raising military readiness flexibility. 
 
In such situations, the maximum time limits for refresher training days are to be removed.
 
In normal conditions, the present maximum time limits for refresher training are to be doubled. 
 
With regards to servicemen, the maximum amount of refresher days would rise to 80. Refreshers for those jobs which require special skills and servicemen with especially demanding duties would rise to 150 days. 
 
For non-commissioned officers, warrant officers and commissioned officers, the new maximum amount of refresher days would be 200.
 
The proposed changes in the Conscription Act are justified by, among other things, the need to respond quickly and more flexibly to changing security situations. 
 
According to the Ministry of Defence, local and regional crises in recent years, which have involved the use of the armed forces, have occurred unexpectedly and quickly.
 
According to Ministry of Defence Administration Secretary Juha Posti, the aim is to get the draft law submitted to parliament in the second week of April.
