A motorist will have to pay an average of 340 euros per year, if the Helsinki region introduces toll on roads.

Helsinki Region Transport (HSL) has already examined the idea of introducing tolls. The move would collect a net total of 80 million euros a year.

The fees would be charged on about 40 per cent of drivers during the morning rush.

The study looked at five possible toll models. The most thoroughly studied was the port zone model, which would charge 80 cents for inner city driving, 60 cents on the ring roads, and 40 cents on transversal routes. During peak hours, the tolls would be doubled.

According to HSL, tolls would shorten journey times by one-tenth and cut emissions by five per cent.

HSL estimates that tolls also cause problems, one of which is that different regions experience the effects of the charges in different ways.
