The government aims to build 2,500 new homes for the homeless and the groups at risk of becoming homeless over the next few years.
 
The government on Thursday decided to adopt a series of measures for the homeless prevention programme for the next three years.
 
The programme focuses on early identification of those at-risk of becoming homeless and quick intervention for those who find themselves homeless. 
 
The goal is to support new inhabitants, especially in the early stages of housing. There are also specific actions targeted at curbing rent arrears and tenant and landlord insurance coverage.
 
The state will conclude agreements with Helsinki, Espoo, Vantaa, Tampere, Oulu, and Lahti and any other municipalities that request support in order to prevent homelessness.
