National airports operator Finavia’s former acting deputy CEO Ari Haapanen and a former fi-nance officer were accused of abusing official positions.
 
According to the prosecutor, Finavia in 2009-2011 made derivative agreements which were con-trary to the company’s internal guidelines and interest.
 
The termination of agreement incurred Finavia 34 million euros in losses.
 
Finavia’s former CEO Samuli Haapasalo and former chief financial officer Kirsti Lehtovaara, who were suspected in the case, were however acquitted of the charges.
 
According to the prosecutor's decision not to press charges, the prosecutor wrote that the agree-ments were unnecessarily complex and posed serious risks to the company.
 
“Haapasalo did not participate in striking of individual derivative agreement or negotiations re-lated to them. For his part, the criminal suspicion was based on the fact that he neglected his du-ties. However, the mere neglect (of his duties) was not sufficient that he abused his position of trust. The abuse of position of trust necessitate intentionality,” the prosecutor justified his deci-sion.
 
According to the prosecutor, the financial affairs were the responsibility of the deputy CEO and in certain matters the chief financial officer.
