A woman died after falling from a balcony of a house in Lahti on Wednesday, police said.
 
According to police, one possible reason for the fall is that the concrete holding the rails broke.
 
“There is no indication of a foul play. To our knowledge, the woman was alone on the balcony and we suspect she may have fallen down or slipped,” said investigator Päivi Suokas.
 
Police are investigating a possible structural problem. Residents of the apartment complex have been warned to use caution on the balconies.
 
The Building Inspection Agency and Accident Investigation Board are both involved in the in-vestigation.
 
“Over ten years ago, [the balcony] was renovated, and our first priority is determining what kind of concrete liner was used,” Suokas said.
 
In the police preliminary view, there has not been any requirement for impact resistance. 
 
According to Suokas, this type of construction is very common.
 
“If it happens that this type of concrete liner is generally a problem, then we have to find out all the places these have been used,” Suokas said.
 
According to police, there is good documentation about the implementation of the renovation. According to Suokas, this kind of concrete liner is very common.
 
“At this point, it's not known whether the fault is in all the concrete liners used or whether it was a defect in a single liner, or brought about by age,” said Suokas.
 
Police have asked housing companies to check if the balconies of their apartment complexes used a similar fibrous concrete liner, in order to prevent any future accidents.
