Helsinki ranked second among the best livable cities in the Europe and ninth in the world, according to the global liveability ranking of the Economist Intelligence Unit (EIU).
 
The Global Liveability Rating is based on survey report conducted on 140 cities on five lifestyle categories.
 
Melbourne of Australia ranked top in the list with the score of 97.5 followed by Vienna of Austria (97.4), Vancouver of Canada (97.3), Toronto of Canada (97.2), Adelaide of Australia (96.6), Calgary of Canada (96.6), Perth of Australia (95.9), Auckland of New Zealand (95.7), Helsinki of Finland (95.6) and Hamburg of Germany (95).
 
Damascus of Syria ranked bottom in the list followed by Tripoli of Libya and Legos of Nigeria.  
 
The rating, part of the Worldwide Cost of Living Survey, quantifies the challenges that might be presented to an individual's lifestyle across five broad categories of Stability, Healthcare, Culture and Environment, Education and Infrastructure.
 
Cost of living was not taken into account.
 
The report, however, showed that although Melbourne has retained its crown as the world's most liveable city, liveability has deteriorated in 29 of the 140 cities (20 per cent) surveyed over the last 12 months.
 
The decline is largely a result of heightened fears over terrorism with more than 1,000 reported attacks in 2016 so far, with incidents in France, Turkey, the US and Belgium being the highest profile. 
 
Factors such as social unrest in many US cities due to the deaths of black people in police custo-dy, tensions in Eastern Europe and Asia and the ongoing civil wars in Ukraine, Syria and Libya have compounded the decline.
