  The European Union Commission has referred Finland to the European Union Court of Justice for failing to adjust to the directive on the energy performance of buildings (EPBD).   Finland has not adequately implemented the directives, said the EU Commission.   The Commission proposed a daily fine of about €19,000 against Finland for infringement.   The Ministry of Foreign Affairs said the failure concerns the Årland Islands; the required actions have already been implemented in mainland Finland.   The member states of EU must have implemented the EPBD by July 2012.   Ärland Islands were responsible for their own legislation in this regard. ... details
