According to Stubb, the ministries have proposed expenditure increases of around 300-400 million euros.
“There is no possibility of this happening,” Stubb told parliament.
Ministry negotiations over the public financing plan and spending limit decisions began on Wednesday.
The budget framework will be decided in the beginning of April.
“The Ministry of Finance will ensure that the four billion euro budget cuts are implemented as planned and that the framework stays in place,” Stubb said.
