Speaking at the Estonian Independence Day celebration on Saturday at the University of Turku, Heinäluoma said Finland had ensured that Estonian workers, who came to work in the construction industry, were given the same treatment as Finnish nationals.
He added that the authorities of the two countries should work closely on the issue of taxation and unreported unemployment.
Issues of public health interest such as problems related to consumption of alcohol should be openly discussed.
Heinäluoma also said the two countries should seek a common understanding on the issue of deciding on the site of the planned investment in the natural gas terminal.
