Municipality leaders consider provincial model the best in reforming the social welfare and health administration.
 
According to a survey commissioned by the Foundation for Municipal Development, almost half of the respondents were in support of the provincial municipal cooperation, whereas more than a third of them were in favour of provincial autonomous areas.
 
Only a tenth of the respondents supported the idea of centralisation of the administration.

On the other hand, 8 per cent of the respondents were unable or unwilling to reveal their position on the issue.
 
The alternatives presented in the survey questionnaire were based on the options mentioned earlier in the Constitutional Law Committee statement.
 
The support for provincial municipal cooperation was found in Kanta-Häme and Central Ostrobothnia. On the contrary, the idea of provincial autonomous areas of administration was well received in Kymeenlaakso and North Karelia.
 
The survey was conducted in April with 122 municipal leaders responding to the questionnaire.
