The Finnish Border Guard in Tornio busted eight incidents of organising illegal entry in the country following intensified surveillance during the past week.
In all, eleven people are suspected of facilitating the organisation of illegal entry of just under 40 persons by car or foot.
Among the suspects are citizens of Finland, Sweden, Iraq and the United States.
A total of 280 asylum seekers had arrived in Tornio by 4:00 pm on Sunday. The asylum seekers were directed to the refugee centre.
