The Transparency Act has not been implemented in all municipalities as dictated by the law, reports a University of Jyväskylä study.
 
The study said one-third of the municipalities did not respond to a request for information under the act. The questionnaire asked for the price list of requests, directions, and for information regarding three former municipalities. 
 
About one-third of the municipalities did not respond at all while a few responded late.
 
Citizens have right to ask for information regarding many issues including official minutes, attachments or information about public appeals under the act.
 
According to the research director, Heikki Kuutti, officials often give no justification why the information is not disclosed.
 
Partial transparency is also an issue.
 
“An inquirer might be offered something, and therefore assumed satisfied. Some things are hidden, especially those which could cause problems for officials,” Kuutti remarked.
