A small-bore pistol owner had received permission from the Helsinki Police Department to acquire a gun and keep it in possession.
The permit, though, contained a clause that the gun could not be fired.
The owner appealed to the Helsinki Administrative Court, which dismissed the appeal.
The court stated that the prohibition against firing the gun is, according to the law, intended for permits for collectors of weapons. In the court’s view, the decree can also be applied to guns kept as mementos.
