The hidden unemployed are those who want to work but have not actively looked for job in a period of four weeks. The number of such people at the beginning of the year was 140,000, which is close to the level witnessed in the 1990s.
It is however believed within the ministry that the number will level off next year through a burgeoning growth.
Passivity among job-seekers has increased, observed Helena Termälä-Himanen from the Uusimaa Employment Office.
According to Termälä-Himanen, there are differences in sectors and one cannot speak of a downturn or recession in every sector because there are plenty of jobs.
For instance, there are enough jobs in stores despite layoffs, although downturn in the sector has featured prominently in the news media.
Termälä-Himanen said job-seekers apply directly to the stores as well as through staffing companies.
“The retail sector is still struggling. There are jobs offered to workers (in retail trade). The hotel and restaurant industry is on a slight downward trend,” said Jari Honkanen, director of staff and sales at Opteam.
