The strategy by the economic policy working group aims to promote fair competition as well as to ease the handling of pubic obligations by companies.
The working group launched the strategy in November last year. In recent days, the government has been pressed to eradicate the grey economy following the revelation of the Panama Papers.
The new strategy also pays heed to international connections, as Finnish connections to foreign companies have seen a strong growth.
According to the strategy paper, difficulties in getting information can make it hard to prevent grey economic connections abroad.
The strategy emphasises cooperation between public authorities and the private sector. Cooperation between authorities has already been intensified. The Occupational Safety and Health Administration, the Tax Administration and the police have also increased cooperation.
More than 20 different government agencies and over 500 police officers are engaged in the fight against the grey economy.
In the spring, a programme of measure will be incorporated in the strategy, and a parliamentary committee will be in charge of monitoring of the grey economy. The strategy will remain valid until the end of 2020.
