The Lapland police recovered around 2,000 Subutex tablets smuggled from Sweden to Northern Finland.
The drugs have been sold at street-level mainly in Rovaniemi area.
The police found the drug trail through the help of their own investigation.
A dozen people suspected of different levels of drug-related crimes were investigated during the pre-trial investigation.
The police estimate the street worth of tablets which were smuggled between autumn of 2014 and early 2015 to be around 200,000 euros.
Other crimes were also examined during the pre-trial investigation.
The case has moved to consideration of charges at the Prosecutor's Office of Lapland.
