The minister made the comment following the publication of an EU report which revealed that Finnish women were afraid of violence more than other EU countries on average.
The survey interviewed 42,000 women in 28 EU countries in which the Finnish respondents accounted for about 1,500 respondents.
About half of Finnish women were afraid of violence in public places and as a result have mapped up such places.
Henriksson suggested tougher punishment for rape convictions as one of the remedies to improve the situation.
The minister also called for a change in attitude."It is the responsibility of each person. Everyone in the kitchen table, family, day centres, schools and at work places should talk about it." said Anna-Maja Henriksson.
