The Estonian police suspect that the company which organised abseiling in which two Finnish women got injured is to blame for the accident.
Two Finnish women, aged 28 and 36, were injured on Saturday after they had descended from a TV tower in Tallinn.
They were descending from the 175-metre-high tower and fell an estimated 15-20 metres.
The two women were rushed to hospital after falling from the tower.
According to the police assessment, the accident could have been affected by interference in radio communication causing a rapid descend from the tower.
Abseiling from the tower began last summer.
